Focus Group Discussion on the Sustainability of Dual Vocational Training in Nigeria

The meeting started at around 12:05 Pm with a short welcome speech by Miss. Chinenye Odenigbo Nigerian German Business Association DVT Desk Officer. She thanked the participants for honoring the invitation and recognized the members of the board of Nigerian-German Business Association for taking out time of their busy schedule to be a part of the Focus Group Discussion. Thereafter, Engr. Awoyele the project coordinator made a short Presentation on the concept of DVT, the training in Nigeria thus far and the future perspectives. He also made it clear the reason for the gathering before he moderated the Focus Group discussion.

The moderator started by grouping the participants into three for discussion and a presentation of their findings. A summary of the contribution will be presented by one representative from each group. The Groups (A, B and C) were to work on the Probe and prompt questions as regards the manual.

The probe and prompt questions were:

  • Registration of companies, apprentices and contracts of apprenticeship; 

How will the companies and apprentices get registered? Who is in charge of administering the contract? 10 mins

  • Financial side 

Who should finance the trainings; the Companies, the Organised Private Sectors, or the Government? 10 Mins

  • Organizing workshops and final examinations; name and convene the board of examiners; issuing the certificates; 

Training someone requires certification; who organises the examination, who makes up the board and how should the certification be carried out? 10 Mins

  • Supervising the training 

In your own opinion, who will be responsible for supervising the training? 10 Mins

  • Keeping contact with governmental bodies involved in education an vocational training 

How do we get the buy in of the government?  10 Mins

  • Taking care/ keeping the curricula updated; keying/ staying in touch with companies, evaluating changes in companies needs and framework conditions

For comparative advantage and staying relevant, curriculum needs to be reviewed from time to time; who will be responsible for this? – The Government? The Organised Private Sector?  Or the training company?

 

The three (3) groups were given two questions each from the probe questions to tackle;

 

Group A:

  • Registration of companies, apprentices and contracts of apprenticeship; 
  • Financial side; who finances the Vocational Training (as an investment) Companies? Organized Private Sector? The government? Or all?

 

 

Answer 1.

  • A designated body should act as middle man between the training company and the Training provider
  • Organized private Sector can also come into play

Answer 2.

  • The designated body should source for funds from Institutions, Government etc
  • Companies should be charged for registration fee

 

Group B:

  • Organizing workshops and final examinations; name and convene the board of examiners; issuing the certificates;
  • Supervising the training

Answer 1.

  • NBTE should be saddled with the responsibility of organizing Exams, Workshops
  • Certificates should be jointly issued by both Nigerian and German partners
  • Relevant Stakeholders (Existing & New)

Answer 2.

  • Representative from the company
  • Apprenticeship should be accountable During training by filling log books etc
  • The benchmark should be clearly stated

Group C:

  • Keeping contact with governmental bodies involved in education an vocational training 
  • Taking care/ keeping the curricula updated; keying/ staying in touch with companies, evaluating changes in companies needs and framework conditions

Answer 1

  • Incentive with partnership
  • All round Publicity

Answer 2

  • Private Sector should take the lead
  • Government should control while the professional bodies regulate. Like COREN etc

 

The groups were given twenty (20) minutes to present their discussions and findings; representative of each group came up and gave a presentation of their group’s discussion.

In conclusion the moderator recapped all the answers of the groups as regards the probe questions and thanked the participants again. The meeting ended at about 2:00pm with refreshments and picture session.
